The validity period of these standards is from January 1, 1999 to January 1, 2002. By the Decree of the Gosstroy of the Russian Federation dated January 8, 2002 N 1, the validity period was extended until 01/01/2003. GENERAL PROVISIONS

The nomenclature of special vehicles for the development of liquid fuel consumption standards includes all vehicles on automobile, special and tractor chassis with special equipment designed to perform work in the urban economy. For special vehicles of related industries that are additionally involved in repair and emergency work in urban utilities (for example, truck cranes, bulldozers, excavators, motor graders, etc.), the consumption of liquid fuel is set according to the standards in force in these industries, taking into account the specific conditions of the urban economy in which they are used. The developed temporary industry norms for the consumption of liquid fuels should be considered as typical ones, on the basis of which fuel consumption norms are established in relation to specific operating conditions of machines.

I. RATES OF LIQUID FUEL CONSUMPTION FOR MACHINES OPERATING IN ENTERPRISES OF CLEANING OF URBAN TERRITORIES AND SANITARY CLEANING OF CITIES

1. LIQUID FUEL CONSUMPTION RATES FOR THE OPERATION OF SPECIAL UTILITY MACHINES

1.1. Linear fuel consumption rates

The linear fuel consumption rate is a rate set individually for each brand of cars in unambiguously defined road operating, climatic and load conditions. At present, the normative basis for establishing consumption rates for domestic vehicles are the "Norms for the Consumption of Fuels and Lubricants in Road Transport" (RZII2I94-0366-97) put into effect from January 1, 1997 to January 1, 2002. For imported cars, fuel consumption rates are accepted in accordance with the data in the operating instructions. The total relative premium to the linear fuel consumption is calculated in fractions of a unit and is determined by the formula:

Where D 1 \u003d 0.1 - 10% surcharge when a special vehicle operates within the city with frequent stops (on average, more than one per 1 km of total mileage); D 2 \u003d 0.1 - 10% allowance for the operation of a special vehicle in the winter season for areas with a temperate climate (Appendix 1). This allowance for the southern regions at temperatures below 0°C is 0.05, and in the northern regions of the country - 0.15. In the regions of the Far North and areas equated to them - up to 0.2. The list of localities with attribution to special climatic zones is presented in appendix. 2; D 3 \u003d 0.05 - 5% surcharge for cars with a service life of more than 8 years; D 4 \u003d 0.2 - 20% bonus when working in cities with a population of over 2.5 million people. (with a population of 0.5 to 2.5 million people D 4 = 0.15). The use of these allowances in the calculations is determined by the specifics of the operation of the special vehicle, its design features and purpose. The curb weight of the vehicle is taken according to the operating instructions and takes into account the mass of the chassis, special equipment, body, instruments and tools. If the work of a special vehicle is associated with the transportation of a team of repair workers serving communal facilities, then the weight of the members of the team should also be taken into account at the rate of 80 kg per worker. For vehicles on which special equipment is installed, the fuel consumption rates for movement in the transport mode (linear fuel consumption rate) are set based on the fuel consumption rates developed for base vehicles, taking into account changes in the mass of a special vehicle according to the formula:

Where H Sb is the rate of fuel consumption for the transport run of the car; c - fuel consumption rate per 1 ton of mass of special equipment installed on the chassis of the machine. For cars with a carburetor engine v = 2 l / 100 km of run for each ton of equipment, for cars with a diesel engine v = 1.3 l / 100 km, respectively; G m - the mass of the machine is constructive; G b - the mass of the base chassis.

1.2. Fuel consumption rates for the operation of special vehicles

All special vehicles used in municipal enterprises are divided into four groups according to the consumption of liquid fuel: - vehicles with automobile or tractor chassis and equipped with attachments driven by the chassis engine; - vehicles with a chassis, equipped with special instruments and equipment, the operation of which is carried out from an autonomous internal combustion engine installed in the body of the vehicle; small machines and mechanized tools; - vehicles used for the transportation of goods for various purposes. The standard fuel consumption for special vehicles belonging to the first group is determined by the formula:

Where Q n - the rate of fuel consumption per day; H s - linear fuel consumption rate, l/100 km; S - average daily mileage of the car, km; S 1 - average daily mileage of the machine during the operation of special equipment, km; D is the total relative premium to the linear fuel consumption; Q - fuel consumption during the operation of special equipment, l / h (or for one loading and unloading). The standard fuel consumption for vehicles with special equipment driven by an autonomous internal combustion engine is defined as the sum of the fuel consumption for the movement of the vehicle from site to site for a certain time and the fuel consumption for the operation of an autonomous engine during the operation of the special equipment. Liquid fuel consumption rates for the operation of special vehicles used to transport cargo are determined by the formula:

Where Q n - the rate of fuel consumption per day; H s - linear fuel consumption rate, l/100 km; S - average daily mileage of the car, km; S 1 - average daily mileage of the machine during the operation of special equipment, km; D \u003d 0.1 - 10% surcharge when performing transport work, for example, when delivering technological material to an object. Examples of the use of the standards of this document are given in Appendix. 3. The density of the fuel in the calculation is taken, kg / l: gasoline r = 0.74, diesel fuel - r = 0.825. Oil consumption rates for the operation of special vehicles are determined by the calculation method per 1 thousand liters of fuel used (see table). In this case, it is necessary to be guided by the following guidelines: for new machines (up to three years of operation), these standards are reduced by 50%, and for machines over eight years of operation, they increase to 20%.

The limit values ​​of winter allowances to the linear norms of automotive fuel consumption are differentiated by regions of Russia based on the values ​​of average monthly, maximum and minimum air temperatures, data on the average duration of the winter period and generalization of the experience of operating road transport in these regions.     Suspension.
