The reason for this decision was the conflict related to budgetary funds. In 2015, ER LLC, one of the two legal entities of the Rus Sitting organization, founded by Olga Romanova, received funds for a financial literacy program for prisoners, their relatives, and prison staff. The money was provided by the Non-Profit Fund for Enterprise Restructuring and Development of Financial Institutions, which acted on behalf of the Ministry of Finance.

Dispute about pamphlets and lectures

According to the contract, ER LLC was supposed to conduct a series of lectures for prisoners and their relatives, as well as publish brochures, so that the convicts, their family members and employees of the FSIN institutions would develop “the key skills of competent and responsible behavior of the consumer of financial services.”

According to "Rus Sitting", the organization held 92 lectures and printed more than 4.3 thousand brochures, which were sent to the regional departments of the Federal Penitentiary Service. For the work performed, there are acts of acceptance of services. In "Rus Sitting" they believe that they even exceeded their obligations, because of which they incurred additional expenses in the amount of more than 4 thousand dollars.

However, in the spring of 2017, the Ministry of Finance began an unscheduled audit of the organization. According to the Federal Penitentiary Service, only 723 brochures reached the colonies instead of the promised 4.3 thousand, and lectures were not held at all.

According to RBC with reference to the lawyers of the organization "Rus Sitting", a lawsuit has now been filed to protect business reputation against the Federal Penitentiary Service. The reason was allegedly unreliable information transmitted by the Federal Penitentiary Service to the Ministry of Finance during the period of checking the activities of "Rus sitting".

Olga Romanova herself believes that the cause of the problems that have arisen is the “conflict with the penitentiary system”, associated, in particular, with the anti-corruption activities of “Rus sitting”, which is fighting financial abuses in the FSIN system.

Kozlov's wife, former REN TV presenter Olga Romanova, claims that people allegedly close to the senator from Chuvashia Vladimir Slutsker, with whom they were previously business partners, are behind the criminal prosecution of her husband, Kommersant writes.

The offshore company Vendor Trades Inc claimed for the Iskozh shares, but did not pay for their cost. Then they were acquired by a company controlled by Kozlov.

One of the arguments of the investigation in favor of the arrest of Mr. Kozlov was the fact that he had a passport (allegedly he could hide abroad).
